Tоday there is a strong tendency to incorporate the bioethical principle of social justice in healthcare in cross-cultural communication. Considering cultural differences makes it possible to ensure that the human right to medical care and wellbeing is fully respected. Several types of most vulnerable populations were identified – immigrants and social minorities. When seeking medical care they face a number of problems such as culture and language barriers, lower socio-economic status, lack of literacy, which impede effective communication and care provision. (...) The most promising ways of coping with the problem are developing cultural competence and practicing a patient-centered approach. New curricula aiming at raising cultural awareness have been elaborated for practical use in medical schools. (shrink)

The present work is motivated by recent experiments aimed to measure the propagation velocity of bound electromagnetic field that reveal no retardation in the absence of EM radiation. We show how these findings can be incorporated into the mathematical structure of special relativity theory that allows us to reconsider some selected problems of classical and quantum electrodynamics. In particular, we come to the conclusion that the total four-momentum for a classical system “particles plus fields” ought to be a present state (...) function of moving charges if EM radiation is negligible. In quantum domain, we analyze novel definition of the momentum operator recently suggested in the study of quantum phase effects. It implies that bound EM field energy and momentum are to be present state functions, too. Being in agreement with reported experiments, these conclusions suggest the necessity to carry out more precise experimental verifications for additional and independent determination of propagation properties of bound EM fields. A scheme of a possible experiment on this subject is also proposed. (shrink)

In the history of culture there are "linking" themes, a common interest in which sometimes brings quite distant periods closer together. One such theme that affects the contemporary understanding of medieval culture is, in our view, the problem of speech and silence as types of relation to reality based, respectively, on its intelligible differentiation and its total acceptance as such.

Mountains of books have been written about the life of the great sage Socrates, his philosophy, his condemnation by an Athenian court, and his execution. Nonetheless, one of the most erudite experts on ancient culture and philosophy, A.F. Losev, wrote: "Socrates is one of the most difficult problems in all ancient philosophy…. And it is now by no means an easy matter to discern the true Socrates" . This judgment of Losev's is all the more true in view of the (...) fact that Socrates did not write any philosophical works and we have to get all our information about his personality and philosophy from the more or less reliable reminiscences of his pupils and followers, first of all Plato and Xenophon. Genesis of the scientific ideas and views on intellectual capital is characterized by various approaches highlighting the role of knowledge, skill and professional employees as a form of productive capital. This tendency is mostly revealed at the present stage of economic science development in transiting to an information society. In these conditions the holistic study of intellectual capital requires an expansion of the methodological research base using the evolutionary theory of economic development of the world community, general theory of complex (...) systems, theory of informational economics and other disciplines. Moreover, in Russia there are a number of problems associated with creating a necessary institutional and regulatory environment for protecting the intellectual property. According to the authors, the study of the intellectual capital is necessary from the institutional analysis perspective, as it allows to more accurately determine the current state of the legal status of intellectual assets in the economic activity of an enterprise. The paper proves that a historical method in Marxism is not identified to a dialectical method. The logic of history and the logic of its analysis in Marxism do not always coincide. The Logical coincides with the Historical only in eternity as it actually occurs in the works by G.V.F. Hegel. Eternity which has already witnessed everything does not know history any more. In the same way, history also begins there where the eternity comes to an end. Therefore, artificial identification (...) of the Logical with the Historical in Marxism led sometimes to actual mistakes. It is no wonder that it has always caused discussions in Marxism. They are mainly explained by the fact that the deductive, abstract-to-concrete method in which the “General” appears before the “Concrete” is an anti-historical method in its Nature. In real human history the “General” which is generalization of many “Concrete” could not appear before the latter in any way. For this reason, the real historical materialism needs an inductive method of knowledge. Only in that case historical materialism will cease to remain the soviet “histmat” and becomes the real form of a new world outlook. The author is of the opinion that the Party spirit of the Soviet philosophy promoted preservation of the anomalies mentioned in Marxism. The open discussion could help to find valid but not inherited from Hegel relation of historical and logical methods in Marxism. (shrink)

The history of philosophy is rich in diverse and sometimes directly contradictory views on the character of the relation between science and art. There have been times when art was proclaimed as lower than science, as an inadequate form of assimilation of reality by man, while at others it was seen as the sole means of adequate reflection of the world hidden "behind Maia's mysterious veil." And although today we are far from overestimating or underestimating either of the ways in (...) which man perceives reality, the fact is that the problem of the relationship between science and art remains quite acute, as is shown in particular by the broad discussion on this question that has arisen in the pages of Problems of Philosophy [Voprosy filosofii] during the last three years. The present article is an attempt to treat yet another facet of the relationships between science and art, taking as point of departure the capacity of art to model not only certain aspects of reality but human reality itself, including that of scientific theory. From this standpoint art, as a meta-activity as it were, relates to positive cognition such as philosophy not so much "horizontally" as "vertically.". (shrink)

The Resolution of the Central Committee of the CPSU "On the Sixtieth Anniversary of the Great October Socialist Revolution" [O 60-i godovshchine Velikoi Oktiabr'skoi sotsialisticheskoi revoliutsii] emphasized that "The October Revolution was a sociopolitical event whose grandeur is revealed more deeply and in sharper relief with each new step taken by humanity along the road of social (...) progress.".
